Cannabis Cyber Insurance in California

Licensed California cannabis operators run point-of-sale systems, seed-to-sale track-and-trace feeds, customer delivery apps, landlord Wi-Fi, and payroll portals. A ransomware lockout, payment diversion, or leaked customer list is not a theory exercise — it is a business-continuity and lease-compliance problem. Cannabis cyber insurance (often written as cyber liability / network security / privacy liability) is placed account by account, frequently in surplus lines, and is separate from general liability or product liability. Lions & Coventry Insurance Services is an independent Citrus Heights brokerage that reviews cyber applications for DCC-licensed operators alongside the rest of the cannabis program. This page is brokerage guidance, not a quote and not legal advice.

Who this page is for

  • Storefront and delivery retailers with POS, loyalty, and e-commerce exposures
  • Cultivators and manufacturers with environmental controls, cameras, and vendor remote access
  • Distributors and microbusinesses moving inventory data between licensees
  • Operators whose landlord, payment processor, or lender asked for cyber limits or a breach-response endorsement

Pre-bind reality check: underwriters will ask how you back up systems, who has admin access, whether multifactor authentication is on email and VPN, and what track-and-trace / POS vendors you use. Bring honest answers — a polished application that does not match operations will not survive a claim.

What cannabis cyber policies typically address

Appetite varies by carrier and year. Treat this as a needs map, not a promise that every market offers every grant:

  • Network security / ransomware — system restoration costs, business interruption from a covered cyber event, and often contingent BI when a critical vendor is down
  • Privacy / data breach liability — claims arising from unauthorized access to personal or confidential information you hold
  • Breach response / incident expense — forensics, legal notice counsel, call center, and credit monitoring when the policy form includes them
  • Social engineering / funds transfer fraud — sometimes a sublimit or separate crime form; confirm whether wire diversion sits in cyber or crime
  • Media / website content — limited on some packages; do not assume it replaces a media liability quote
  • Regulatory defense — where available for privacy regulators; cannabis-specific board actions are still underwritten carefully

Cyber does not replace cannabis general liability, product liability, property, workers compensation, commercial auto, or the DCC Form 8113 surety bond. Keep those lines on the program map.

Why cannabis accounts get extra underwriting questions

  • Cash and payment flows — limited banking options and heavy ACH/wire use raise social-engineering scrutiny
  • Third-party stack — POS, Metrc/track-and-trace, delivery platforms, and bookkeeping tools create vendor risk
  • Surplus lines placement — many California commercial cannabis lines sit outside admitted markets; see our note on the Surplus Lines Export List
  • Certificate vs coverage — a landlord asking for “cyber $1M” on a COI still needs a bound cyber form that actually grants those limits

How to prepare a cyber submission

  1. Named insured(s) matching DCC licenses and the lease
  2. List of systems: POS, email, VPN, backups, cameras, track-and-trace
  3. MFA status for email, remote access, and admin accounts
  4. Backup frequency and offline / immutable backup practice
  5. Prior incidents or ransom demands (yes/no and dates)
  6. Estimated annual revenue and employee count
  7. Any contract or lease exhibit that names cyber limits or breach notice timing

FAQ

Is cyber insurance required for a California cannabis license?

DCC licensing centers on the commercial cannabis licensee bond and operational compliance — it does not replace a cyber policy. Landlords, processors, and lenders are the parties that most often demand cyber limits in practice.

Does general liability cover ransomware or a customer data leak?

Standard cannabis GL is built for bodily injury and property damage from premises and operations. Cyber events are usually carved out or poorly matched. Ask for a dedicated cyber quotation when those exposures matter.

Can you place cyber for delivery-only retailers?

Often yes, subject to underwriting. Delivery retailers still run apps, driver devices, and customer PII. Bring the tech stack and MFA answers with the rest of the retail submission.

Will you issue a cyber certificate the same day?

When a cyber policy is already bound and the requested wording is supported, certificate requests are handled as same-day problems when possible from our Citrus Heights office. New binds and endorsements still need carrier turnaround.

How to prepare a California cannabis cyber insurance submission

Educational steps for DCC-licensed operators and landlords who have been asked for cyber or network-security coverage. This is brokerage guidance from Lions & Coventry Insurance Services — not legal advice, not a premium quote, and not a ranking claim. A GL certificate is not cyber coverage.

  1. List systems that touch money, inventory, or PII — POS, seed-to-sale / Metrc access, email, cloud backups, remote desktop, and any third-party processors or delivery apps.
  2. Document basic security controls — MFA on email and admin accounts, backup cadence and offline copies, patching ownership, and who can approve wire or ACH changes.
  3. Separate cyber from GL and crime — cyber addresses network-security and privacy events; commercial general liability and product liability answer different claims; crime/social-engineering is often a different form. See Cannabis Insurance California and Cannabis GL.
  4. Pull landlord or processor exhibits — any cyber limit, breach-notification, or vendor-assurance language in leases or payment-processor agreements before you ask for rush wording.
  5. Call or contact a broker — reach Lions & Coventry at (916) 967-7715 or the contact form with licenses, system notes, MFA/backup details, and the exhibit so we can tell you what the surplus market will actually write.
