Florida Contractor Insurance Requirements

Quick answer: Florida certified and registered contractors must show workers’ compensation coverage or an accepted exemption plus public liability and property damage insurance in board-set amounts to obtain or renew a license. Keep certificates aligned with CILB and local building-department demands. Call (916) 967-7715 to start a quote.

Florida’s Construction Industry Licensing Board (CILB), under the Department of Business and Professional Regulation (DBPR), licenses certified and registered contractors across general, building, residential, roofing, plumbing, mechanical, air-conditioning, and many specialty scopes. Certified contractors may work statewide; registered contractors work in the jurisdictions where they qualify. Insurance and workers’ compensation evidence is part of initial licensing and renewal, not an optional afterthought.

Lions & Coventry (est. 2009; Bobby Uppal, CEO since 1998) is licensed in all 50 states and focuses on commercial contractor placements and certificates. This page walks through the Florida statutes and DBPR materials we reviewed in Nov 2026 so you can brief a producer with the right documents.

CILB licensing path: certified vs registered

DBPR’s Construction Industry pages describe certified contractors (occupation codes beginning with “C”) who may contract statewide without repeating local competency exams, and registered contractors (codes beginning with “R”) who contract only where registered. Scopes range from general and building contractors to roofing, plumbing, mechanical, pool/spa, underground utility, solar, and numerous specialties. Each path still ties back to Chapter 489, Florida Statutes.

Section 489.515 requires satisfactory evidence of workers’ compensation insurance or an acceptable exemption certificate, plus public liability and property damage insurance in amounts set by board rule, before certification. The same statute requires an affidavit at initial issuance and renewal attesting to that coverage, with random audits authorized.

Workers’ compensation and exemptions

Section 489.114 makes workers’ compensation coverage a condition precedent to issuance or renewal for persons certified or registered under Part I, with limited statutory exceptions. If the Division of Workers’ Compensation notifies DBPR that coverage lapsed, the contractor can face a $500 administrative fine and board action up to revocation. Florida’s Division of Workers’ Compensation (Department of Financial Services / CFO) maintains the Construction Policy Tracking Database that DBPR links from its Construction Industry page so coverage status can be monitored.

Sole proprietors and certain officers may pursue exemptions under Chapter 440 processes, but the exemption must be valid and acceptable to the board. Do not assume an exemption satisfies a private GC’s subcontract — contract terms often require active coverage regardless of a statutory exemption.

Liability insurance, local bonds, and recovery-fund bonds

Public liability and property damage insurance amounts are set by CILB rule rather than spelled out as fixed dollar figures in section 489.515 itself. Local jurisdictions may also demand certificates naming the county or city and may require a contractor bond. Section 489.131 addresses local authority to require a bond not exceeding $5,000 conditioned on Florida Building Code compliance, payable to the Florida Homeowners’ Construction Recovery Fund, with statewide reciprocity when filed where permits are pulled.

For day-to-day bidding, treat the subcontract insurance exhibit as controlling: additional insured status, primary and noncontributory wording, waiver of subrogation, and completed-operations continuation often matter as much as the raw limit.

How to get a Florida contractor insurance quote

  1. Confirm your license board rules — Check the state licensing board (and any city or county overlay) for the trade you perform, including bond and insurance attestations.
  2. Gather job and payroll facts — List entity name, FEIN, years in business, trades, states of work, employee count, payroll by class code, and prior losses.
  3. Match certificate wording to the bid — Owners and GCs often require additional insured, primary and noncontributory wording, and waivers of subrogation on the certificate.
  4. Request a commercial quote — Call (916) 967-7715 or use the contact form so a producer can shop admitted or surplus markets for your risk.
  5. Keep certificates current — Ask for updated certificates before each job start and when a policy renews so jobsite access is not delayed.

Frequently asked questions

Do Florida contractors need workers’ compensation to keep a CILB license?

Generally yes: sections 489.114 and 489.515 tie workers’ compensation or an accepted exemption to issuance and renewal. Lapses can trigger fines and license action.

What is the difference between certified and registered contractors?

Certified contractors may work statewide under their DBPR certificate. Registered contractors work only in the local jurisdictions where they are registered.

Are local contractor bonds the same as liability insurance?

No. Section 489.131 discusses limited local bonds tied to Building Code compliance and the recovery fund. Liability insurance responds to third-party injury and property-damage claims under the policy terms.

Can Lions & Coventry issue Florida contractor certificates?

Yes. Once a policy is bound, producers can issue certificates that match job requirements. Call (916) 967-7715 or use the contact page.
