California contractor FAQ: CSLB bonds, certificates, and class codes

Educational summary for Sacramento-area contractors — not legal advice. Confirm current rules with CSLB and your contracts.

What is the CSLB contractor license bond?

California requires a Contractor’s Bond before CSLB can issue, reactivate, or renew an active license (Business and Professions Code §7071.6). Effective January 1, 2023 (SB 607), the contractor license bond amount increased to $25,000 for many license situations. The bond is written by a CDI-licensed surety on an approved form and protects consumers and unpaid employees within the bond’s terms — it is not the same as general liability insurance. Do contractors need workers compensation?

Workers compensation is a core compliance and bid requirement for most California contractors with employees (and CSLB has specific paths for exemptions that are easy to get wrong). Class codes and payroll estimates drive premium; an audit that finds misclassified payroll can surprise you mid-year. What is a certificate of insurance (COI)?

A COI is evidence of insurance on a specific date — usually an ACORD certificate naming the certificate holder. It does not by itself change the policy. Owners and GCs often also require endorsements (additional insured, primary/noncontributory, waiver of subrogation) that must exist on the policy, not just in an email.

CG 20 10 vs CG 20 37 — plain English

These are common ISO additional insured endorsement form numbers you will see in contracts. In broad educational terms: CG 20 10 is often associated with ongoing operations (work in progress), while CG 20 37 is often associated with completed operations (after the work is done). Contract language and edition dates matter; the wrong form (or an outdated edition) is a frequent reason a GC rejects a cert. This is not a legal interpretation of your specific policy — send us the contract exhibit and we match wording the carrier will actually endorse.

Why do class codes and payroll accuracy matter?

Workers comp and some liability pricing depend on how work is classified and how payroll is allocated. “Handyman” on the application and roofing in the field is how audits and claim fights start. Tell us the real mix — residential remodel, TI, new commercial, roofing percentage — before bind.

Can Lions & Coventry issue same-day certificates?

Certificate and additional-insured requests are handled from our Citrus Heights office. When the policy already supports the requested wording, we treat a GC holding payment over a cert as a same-day problem when possible — not a ticket in a national queue. Complex new endorsements still need carrier turnaround.

How to request a contractor certificate of insurance (COI)

Educational steps for Sacramento-area contractors. A certificate is evidence of coverage on a date — it does not create endorsements by itself. Send the contract exhibit when Additional Insured wording is required.

  1. Confirm the named insured matches the policy exactly (legal entity name, not a DBA shortcut).
  2. Collect the certificate holder name and mailing address from the GC or owner.
  3. Copy the Additional Insured exhibit — ongoing ops / completed ops, primary and noncontributory, waiver of subrogation if required.
  4. Add the job or project address (and project name/number if the GC uses one).
  5. Tell us where to email the certificate and whether you need a rush same-day turn when the policy already supports the wording.

OCIP / CCIP wrap-ups: what Sacramento contractors should check

Owner-controlled (OCIP) and contractor-controlled (CCIP) wrap-ups put some coverages on the project. They do not automatically replace every line on your own program. Brokerage guidance — not legal advice.

What is an OCIP or CCIP?

An OCIP is usually bought by the project owner; a CCIP by the GC. Enrolled trades may get project GL and sometimes workers compensation through the wrap. Enrollment rules, payroll reporting, and excluded lines vary by project.

Does a wrap replace my own GL and workers comp?

Often no. Many wraps cover on-site operations for enrolled scopes only. Off-site work, your yard, commercial auto, tools, and some completed-operations questions still sit on your own policies. Ask for the wrap manual before you drop coverage.

What paperwork do GCs still ask for on wrap jobs?

Expect enrollment forms, payroll / man-hour reporting, safety acknowledgments, and sometimes certificates for lines the wrap excludes (auto, excess, professional). Wrong enrollment is a common reason payment is held.

How does Civil Code / hold-harmless language interact with wrap-ups?

California construction contracts often include indemnity and additional-insured demands that still matter even when a wrap is in play. We read the exhibit against what your carrier will actually endorse — including when the wrap is primary for on-site GL.
